Why Does "Validity Unknown" or ❓ Appear on Form 16?

Form 16 is digitally signed by your employer using a DSC (Digital Signature Certificate) issued by a Certifying Authority (CA) — like eMudhra, Sify, NSDL, etc.

When Adobe Reader opens the file, it checks whether the certificate chain is trusted. The error appears because:

Step-by-Step Fix (Adobe Acrobat Reader — Windows)

Download Adobe Acrobat Reader (if not installed)

Go to get.adobe.com/reader and install the free version. Make sure it is set as your default PDF viewer.

⚠️ Do not use Chrome's built-in PDF viewer, Edge PDF, or Foxit for signature validation — they don't support full certificate trust management.

Download the India CCA Root Certificate

Go to the official Controller of Certifying Authorities (CCA), India website:

🔗 cca.gov.in → "Download" section → "CCA India Root Certifying Authority Certificate"

Download the file (typically named CCA_India_2022.cer or latest). Save it to your Desktop.

This is the root certificate for all Indian DSCs — issued by Ministry of Electronics & IT (MeitY). Completely safe and official.

Open Adobe Reader → Go to Preferences

Open Adobe Acrobat Reader. Go to:
Edit → Preferences → Signatures → Identities & Trusted Certificates → More...

A new window called "Digital ID and Trusted Certificate Settings" will open.

Import the CCA Root Certificate

In the left panel, click "Trusted Certificates".

Click "Import" at the top → Browse and select the CCA_India_2022.cer file you downloaded.

Click Open → Click "Trust" in the popup → Check both:

  • ✅ Use this certificate as a trusted root
  • ✅ Certified documents (and optionally "Signed documents or data")

Click OK → Close.

Reopen Your Form 16 PDF

Close the Form 16 PDF (if already open). Reopen it in Adobe Reader.

You should now see a green tick ✅ with the message:

"Signed and all signatures are valid."

Still showing yellow or unknown? Close Adobe completely and reopen. If the issue persists, contact your employer's HR/payroll team to recheck the signing certificate.

Verify Signature Details (Optional)

Click on the signature panel or the signature strip at the top of the PDF.

You'll see the signer's name, certificate validity dates, and the CA that issued it. Confirm the signer name matches your employer's authorized signatory.

This is your proof that the document is authentic and hasn't been tampered with after signing.

Common Mistakes to Avoid

❌ "I'm using Chrome / Edge to open the PDF"

Browser-based PDF viewers do not support digital signature validation. Always download the PDF and open with Adobe Acrobat Reader.

❌ "I downloaded a tool / app that charges ₹299 to validate"

Completely unnecessary. Adobe Reader is free, CCA certificate is from a government website. Total cost = ₹0.

❌ "The signature still shows invalid after the fix"

This means the PDF has an underlying signing issue — certificate may have expired, or the PDF was altered after signing. Contact your employer's HR/payroll team to get a fresh Form 16.
